NOTICE OF PROPOSALS FOR 2005-06 SEASON

Below are the notices of motion which have been submitted for the AGM to be held on Friday 1st July at Bootham Club. It is important that a concensus of opinion is obtained from the respective Team players as major changes are proposed. Also it may be considered necessary that team captains / players attend the AGM to participate in the general discussions about these proposals.

Kindly note that the rules only allow two votes per club unless there is only one representative from any club, in which case only one vote is allowed. Furthermore, the Chairman does not have a vote unless a ballot is tied, in which case he has the casting vote.

NOTICES OF MOTION:

1. RE: FABER SHIELD BILLIARDS LEAGUE (Reduction in Players) - NOT CARRIED

There has been difficulty with some teams being able to field full teams during the 2004-05 season. This has affected both the Acomb and Bootham sides and led to the withdrawal of Heworth prior to the start of the season.

In order to make it easier to field a full side, and to encourage Heworth to re-enter the fray, I believe the numbers of players required should be reduced.

Proposal

It is proposed that the number of players required in the Faber Shield Billiards League be dropped from the current six players to five in the future.

This change is to be implemented, if agreed, for the season 2005-06.

2. RE: KUTTER'S & SHANNON TEAM KNOCKOUT (Handicapping) - CARRIED

Due to the dominance of Heworth A in recent seasons, I have been becoming increasingly concerned with the lack of competition and motivation within the Carlsberg UK Snooker League. This has resulted in a loss of interest in general, which is making it increasingly difficult to not only keep existing players, but also to encourage new players to join the teams.

I feel that in order to stimulate new interest in the League that all players should be given a handicap with effect from the 2006-07 season. In order that support for this proposal can be gauged based on an informed basis, I suggest that as a pilot scheme the Team Knockout be handicapped during the 2005-06 season.

Proposal

It is proposed that the 2005-06 Team Knockout competition be played using handicaps such as those in operation in the Fosters Cup. Should this prove to be successful, it could be introduced in the Carlsberg UK Snooker League from the 2006-07 season. This would be proposed for the 2006 AGM if the consensus were that the pilot scheme was successful.

This change to the Team Knockout is to be implemented, if agreed, for the season 2005-06.

3. RE: CARLSBERG UK SNOOKER LEAGUE & WILLSDEN STEEL SNOOKER PLAYER OF THE SEASON (Method of Pairing Players) - CARRIED

During the latest Carlsberg UK Snooker League there seems to be a loss of interest in general with several teams struggling to field full teams throughout the season. Many players have indicated that changes are needed to the league format. Some people have suggested that the players are drawn out of a hat to determine who plays whom, and others have suggested the need for handicapping.

However, each of these suggestions has it's problems such as drawing the players as we do in the Team Knockout competition would necessitate that all players were at the match for the 7.30pm start. This, for example, would simply make it even harder to raise a full team for certain clubs.

However, I have come up with a suggestion that will both lead to a certain degree of "randomness" in determining who plays whom, and will also make the Willsden Steel Player of the Season more competitive as a result. This is because home captains will no longer be able to choose whom their players will play.

Proposal

I propose that in the 2005-06 Carlsberg UK Snooker season, that the home and away captains both select the order in which their sides will play. The resulting matches are simply the players paired up in the order that they appear on each team sheet.

This change is to be implemented, if agreed, for the season 2005-06.

4. RE: WILLSDEN STEEL SNOOKER PLAYER OF THE YEAR & CAMEO ENGRAVING BILLIARDS PLAYER OF THE YEAR (Walkovers count as Wins) - CARRIED

Under the current rules players having a walk-over in the Carlsberg UK Snooker League and the Faber Shield Billiards League are not credited with a win which counts in the above competitions.

Proposal

It is proposed that in future a walk-over should be classed as a win for the player involved and as such will count in the respective Player of the Year competition.

This change is to be implemented, if agreed, for the season 2005-06.

5. RE: TURNBULL MAZDA PAIRS FINAL (Reduction of Frames) - CARRIED

In 2004 the final lasted about four hours and this year it took about three and three quarter hours to complete - both finals being best of five frames.

Proposal

As a result, it is proposed that future finals be the best of three frames.

This change has been discussed with, and has the full support of, the sponsor Mr Peter Turnbull and if accepted would be implemented for the season 2005-06.
